Randy Flores gets an Astros roster that needs more than a scout's eye
The new general manager built his name on drafts and amateur scouting. Houston hands him an aging core, a bottom-tier farm system and a payroll with real decisions in it.

The Astros hired a scouting man to run a team that has stopped producing scouts' finds. Randy Flores, 51 and the 15th general manager in franchise history, comes from St. Louis, where his draft work earned him the reputation. Houston's problem this winter is not only who to draft. It is who to keep, who to pay and what the roster looks like when the old core runs out.
The résumé is a draft board
Flores pitched in 350 games as a lefty reliever and won a World Series with the Cardinals in 2006. He coached at USC, worked as a broadcast analyst and started a video-scouting company before St. Louis made him its scouting director in 2015. In 2018 he became an assistant general manager, a title that covered amateur and professional acquisition.
The draft record is the selling point. Under him the Cardinals took Jordan Walker, Masyn Winn and JJ Wetherholt, and USA Today adds Nolan Gorman to the list. That is a pipeline of position players who reached the majors quickly or sit close to it.
It is also his first job running a baseball operations department. He has never owned the trade market, the arbitration calendar or the call on a veteran's extension.
The roster he inherits
Houston went 81-81 and still won the AL West, its eighth division title in ten seasons. The team started 20-31 and survived because no division rival finished with a winning record. The White Sox then swept the Astros in the Wild Card Series, and manager Joe Espada was not retained. A division title on that résumé hides how thin the margin was.
The farm system gives Flores less to work with than his Cardinals background suggests he would want. Reports in recent months have placed Houston's system near the bottom of the majors. A scouting director can fix that over several drafts. It cannot fix next April.
Money and timing
Public payroll trackers at MLB Trade Rumors and FanGraphs land within a few million dollars of each other for 2027, in the low-to-mid two hundred twenties of millions. That leaves room under the luxury-tax line, though not endless room, and projections that count every arbitration salary run far higher. Tatsuya Imai's $18M player option for 2027 is already on the books after he opted in, so the rotation has one fixed piece.
The more urgent questions involve the veterans. Flores will decide which arbitration-eligible players get tenders and which expiring contracts get replaced from outside. Those are trade and free-agent skills, not draft skills, and he has to show them in his first winter.
The test
Owner Jim Crane's role looms over the hire. Former general manager Dana Brown left on Aug. 24, and accounts of the exit differ: some outlets say he was let go, the team has called it mutual. Whatever the wording, Flores arrives knowing the owner will weigh in.
The case for Flores is sound. Houston needs a pipeline, and he has produced one before. The case against is that the pipeline pays off in years while the roster needs answers now. If he treats his first offseason as an acquisition job and not a drafting job, the hire works. If he waits for the farm to deliver, the Astros will spend 2027 looking like the 20-31 team.
